Soft Top Bow Bracket Mounting holes

My 99 TJ Sport came with a hard top on it and I bought a soft top on marketplace to put on it. As far as I can tell, the holes where this bow bracket attaches to the roll cage on my TJ are these ones directly behind the door on both sides. Thats where the brackets line up with my padding, so it makes sense they would go there. But my holes in the roll cage aren't threaded and none of these bolts fit in the holes. As far as I can tell, there aren't any threaded plates behind the holes, and the holes don't go all the way through, so I can't use longer bolts with nuts. So what am I missing? Were the holes just not threaded from the factory? Or am I missing another part? Any advice would be helpful. I'm attaching pictures of the holes on each side of the cage, as well as the brackets and bolts that came with it.

I had to tap the holes for the speaker bar as they were not threaded from the factory. Maybe the holes you are referencing were not threaded from the factory?

Thanks! That is what I ended up doing. I was hesitant at first because I didn't want to strip the screws if they weren't meant for that, but I eased in the bigger of the two sets of screws I got, and they threaded right in.
