The steering limit stops on my TJ have the bolts welded to the stop nuts. Is this normal or did some PO decide that Dutch torque just wasn't enough and decide to weld them for belt and suspenders?

So the next question is, is it typical for the left and right stops to be set differently? Mine are, even though I have plenty of clearance on both sides.
Yes, normal. If you ever need to adjust them for more clearance during tight turns after installing wider tires, just install a washer or two under the nut welded to the bolt. The bolt is easily unscrewed.
