Steering pump mounting bolt vs pump mounting bracket?

I am replacing my steering bumper. FSM lists 2 torque values:

Pump bracket bolt 42 ft lbs
Pump mounting bolts 20 ft lbs

I have 3 bolts that are all the same. Are they the mounting bolts or bracket bolts?

I'm going to guess that the 20ft lbs is correct for what I need since a class 8.8 M8x1.25 bolt should be torqued to 18.8ft lbs dry. Additionally in the FSM "pump mounting bolts" is plural, "pump bracket bolt" is singular.

If somebody still wants to chime in with what the pump bracket bolt is that'd be great.
