1998 4.0 water pump bolt torque

Looking over the torque specs posted here.
Looks like the the 1998 bolt torque for the water pump is 22 ft. lbs opposed to the 200 in. lbs. (16.6 ft. lbs.) for the 2004?

Aslo, a stupid question: The Automatic Belt Tensioner Pulley Bolt is the bolt that tightens the belt? 45 ft. lbs.
What is the torque for the 15mm idler bolt that locks the tension in place, and the idler bolt just to the left of the thermostat?

Your patience is appreciated, and thanks to all for your advice and guidance.

On early TJs like yours there is no automatic belt tensioner. The belt tightness adjustment is made on the power steering pump bracket where the serpentine belt's idler pulley is located, no torque wrench is required for this.

Slightly loosen the big bolt holding the idler pulley to the mounting bracket, just enough so it can move up & down in its adjustment slot. The belt tensioner is the tall skinny threaded vertical bolt on the left, just adjust it so the belt is tight enough that you can barely deflect it maybe 1/2" by pushing hard on the belt with your thumb at its widest unsupported section. Turning that long adjustment belt moves the idler pulley up in its adjustment slot. Retighten the idler pulley bolt and you're done.
