Strange noise and intermittent no start

Hi everyone, I have a 98 jeep TJ, 4.0, automatic. I have a strange rattle that I can’t pin point. It almost sounds like tin slapping on something underneath the drivers area. I will post a video so you can hear the noise. The second thing is it is not starting all the time. Hit the key and it turns over, but won’t start. Let it sit for a little bit and starts fine. Recently changed the fuel pump because of a slow start and it fired right off. A month later we started having problems with intermittent no starts. Any ideas?

Ok, rattling has been identified. Heat shield on muffle and catalytic converter are both flapping in the wind. So that leaves the intermittent starting. I just checked the connectors going to the fuel pump and everything is tight. When it starts, it fires up instantly.... when it doesn’t fire up instantly it won’t fire at all
