Tailight Issue! NO RUNNING LIGHT WHILE HEADLIGHTS ARE ON

I am dealing with an interesting issue. Taillights do not turn on when I have the headlights on.

I get reverse light, signal lights, brake lights, and the instrument cluster also turns on and can dim/brighten.

I also checked fuse 1, it appears to be in good shape with no blown fuse?

Any thoughts?

Follow up status, the power going to the fuse #1 works, but no power to the tailight.
