TJ defrost not working?

Hello new here,

I have a 99 TJ that I just bought (My first Jeep), it does not come with the AC compressor, parts etc, and my defrost is not working. When I turn the heat on it blows from the front and side vents, but doesn’t come out on the top where defrost should be, when I switch the knob to defrost.
Is anyone familiar with these types of issues? How can I get the defrost to work? Do I need to buy an AC unit for it to work? Or is there a way to fix that without the AC for now?

You need to take a look at the climate control mode selector switch, vacuum hoses and the actuator that will direct the air up to the defrost vents.
Verify the actuator is moving for the defrost vents and if not; is there vacuum going to the actuator.
