Usually a ground issue, but you should verify that you have power to the front bulb.
Had exact same problem. IIRC, solved it w a new socket connection for the front facing blinker. It was a part I was able to get at Autozone. This was after trying new bulbs and the blinker control thing in the steering column.

Got some of that at autozone yesterday and it fixed my problem. Guy at the counter tried to argue with me saying it wouldn’t work. Boy did I prove that IDIOT wrong!!

Back to your original question after we’ve had a bit of fun with you. Check your back bulbs, side marker bulb, and your front bulb. If any of those are burnt out you will get the hyper flash. Check it by turning your key to the on position or start it and leave it running with the emergency brake engaged. Turn your turn signal on and check ALL of the bulbs to ensure they are working. Front, back, side. Replace any bulbs not lighting up.
The ground that we’ve suggested checking is just above the headlight. Open your hood and look just above the back of the headlight and you’ll see a black bundle of wires screwed into the metal. Back out the screw and scuff the metal frame and the terminal and clean up the screw and replace.
