Unknown Part

Hi my neighbor has a 1999 Jeep Wrangler TJ and it has a broken piece that needs to be replaced. Rn he have the piece of duck tape holding it together but he’s wondering if anyone knows what the part is called and where he can find it.

Edit: actually mine are from a 2000. Screw holes are in different places but it could still work.
