Is it normal for an 06 steering box adjusting screw to have a very tight fit with the locknut. Mine never loosened up despite generous use of pentrating oil. It makes adjusting the box difficult in the tight space on my jeep with a normal wrench.

There's more to that bolt than many suspect, it's not just for tightening or loosening the steering. It actually sets how its gears mesh. If you don't know what you're doing it probably wouldn't be a good idea to mess with it.

I had some slop in the steering box that I suspect came as wear with previous 35 inch tires. My heavy bumper and winch make for tight quarters. When I loosened the lock nut the screw loosened with it. It remained a tight fit with the screw. I used a 6mm allen socket and advanced it about 60 degrees in relation to the nut, then tighted thecombination of the two down. Big improvement. I think I tweaked it in the same fashion again. I would like to loosen the lash just very slightly. The steering wheel comes back after a turn to almost straight and then needs a little bit of help. I have never seen an adjustment lock that didnt let you lightly turn the screw when slightly loosened. The one is not that way inspite of being soaked in pb blaster. Just wondered if that was normal. This sure makes finesse difficult.

I'm no pro, but a cpl months ago I replaced my steering box on my 05' TJ. You should have the same steering box as I did; A Mercedes box.
No adjustment helped in any significant way. As I rolled on 33's for 30 thousand miles.
You might want to look onto a PSC steering gearbox. That's what I did.
With 35's, your problem is multiplied by a good percentage.
Not to be the bearer of bad news... but IMO your destined to replace that steering box.

If you go with the PSC box. Try Summit and Jeggs for prices. I bought mine from Summit and it was under everyone else by, well, a LOT. Delivered.
It was insanly tight. They obviously used locktight. Locktight Red. Or epoxy.
With a good deal of frustration and swearing, I adjusted it per the factory service manual.
No satisfactory performance benefit was found.
I went PSC.
