Help with code 12 battery issue need to clear it for smog

OK I know code 12 is my battery, and I put a new one in last year and drove it a few times, but it just hasn't dropped yet and I went to smog it and the damn code 12 cancelled my smog aka FAILED.
Here's the big issue also, while doing the smog my head gasket blew so that means they are gonna disconnect the bat again.
My question is what the hell do i need to do to get the 12 to fall off... if I can get it off I can have them re-smog it and clear me so I can get my tags and get the head gasket replaced.
I tried starting multiple times for the last couple days and still it stares at me, I used a code reader to remove the gas cap but it doesn't remove the 12.

A 12 code is not smog related, it only says the battery has been disconnected in the past. My TJs have never not had a 12 code when having their regular California smog tests and they always pass.

Yes, I've always understood the Chrysler code 12 to be informational only; it has no effect on the various emissions monitors that have to complete in order to pass an OBDII vehicle. I was an inspector in a previous career (albeit on the East coast) and that code never affected an emissions inspections as long as the monitors passed.

Did your inspector tell you what monitors caused your TJ to fail?

Also, can't you get a waiver to drive for a short period of time to get the head gasket replaced?

Mine as well. I'm guessing the monitors weren't ready is the reason it failed smog.

What year is your Jeep? Was the CEL on or off?

Thats what i asked the guy also, and he said it was stopping the obdii part of the test.

97 TJ and no lights, I cleared the gas cap warning and it was off.

He said the code 12 was aborting the test for some reason

Something's not right, a 12 code won't do that. That was a constant code on my 97 and it never failed its smog test. A 12, by itself, certainly won't abort the test.

If you disconnected the battery to clear a code you also reset the monitors.
You must preform a drive cycle to get them all or most of them (depending on the state).

A cheap $20 bluetooth obd2 reader and the "torque" app will tell you when they are set and it is safe to go through emissions testing.

Edit.... After rereading your post. You cleared the gas cap code with a scanner. You also reset the emission readyness monitors.
