98 Wrangler TJ horn stuck on

Not the relay. As far as the horn contact, I do not know. Someone with far more knowledge will need to jump in with that one.

This is a picture of a relay, #85 coil ground is coming from your horn switch, if you pull your relay you can test the continuity to ground, if there is then it could be the horn button or clock spring, if not then test the relay for a stuck contact.

From my own experience, I suspect your TJ is simply asking for new parts like a dog who licks your face to wake you up on a Saturday morning, and hopes you take him for a ride to McDonald's,...or O'Reilly's Auto Parts.

Seriously though, it's probably the relay or switch...

I did a stupid thing years ago acting well, stupid. Cruising around with a buddy and we passed a restaurant that had changed from a cool diner to a fancy mexican restaurant. My buddy is mexican so he says something about mexican food should never cost much. Bunch of hoity toity people standing outside so I punch the horn as i'm hauling ass by and it sticks. maaaaaan. Had to duck into a bank parking lot and pull the connectors to shut it off. I was as red faced as my Jeep from embarassment. Ended up having to order another assembly including the airbag.. PIA design but whatever. That made me not want to use my horn anymore.

Here is an easy fix. Credit to the guy who posted the video. Only thing I did different was I used painters tape due to the adhesive on the electrical tape getting hot and gooey, and I used a drop of glue from a hot glue gun on the rubber tabs when I put everything back together. See video

My guess is that his battery is now dead - after eight years...
