How do you remove the battery tray? (spinning bolts)

Whats up guys, how do you remove a battery tray in a 99 TJ? Trying to take out to clean and paint it cause its kinda rusty.

I began removing the 4 bolts that hold the tray down, but one by one they started spinning and not coming loose. Do i just use a screwdriver to apply pressure or what?? I just wanted to make sure its these 4 bolts and not the lower ones under the blower motor that attach to the body.

If i take these four bolts out, will they screw back in when i am re installing? Thanks for any help

I have a 2002. The two images below are the supports for the battery tray. The tray is held on by bolts using speed clips I think they're called. if you've ever installed speakers in a car, you've probably seen these. The problem is that the "u" part of the clip rusts away and you end up with the bottom threaded part just spinning. I was able to get them off using wd-40 as a penetrating oil and then vise grips on the lower part. It was a pain in the butt. I picked up new clips and bolts from a local auto parts store.

I was afraid i was taking off the wrong bolt, i'll bust out my vice grips and a nice flat head screwdriver, thanks for the tip...

WD-40 is about as useful as a penetrant as is spit. It's technically a solvent, not a penetrant or even a good lubricant.

If you want a good aerosol penetrant that actually works well go with Kroil, Liquid Wrench, or Break-Free. PB-Blaster is a distant 4th place choice and barely better than WD-40 in tests.
