Could a stretched timing chain be causing a gutless engine?

IR guns can be very misleading.
For example... everyone used to think synthetic gear lubes were making the R&P gears run cooler because temps at the diff covers as measured by IR guns were lower than they were when the axle was filled with conventional gear lubes. That was until it was discovered synthetic gear lube was not as effective at sinking (extracting) heat out of the gears and while the synthetic gear lube itself was cooler, the gears themselves were actually hotter. Despite what the IR guns were saying. That's why axle builders like Currie, Dynatrac, and gear manufacturers like Revolution Gear specify dino gear lubes now.
You can't always trust an IR gun to tell the complete truth.

It can happen, but far less likely than a catalytic converter. The 3rd cat can often plug up but not throw a CEL because it is unmonitored
