Thoughts on this cold air intake?

Stick with your stock setup. Unless you need the room or do different fenders then you can go with something like the windstar intake which is a true CAI. Even then, you wont see any power gains.

Cold air intakes are absolutely useless on a stock 4.0. The only place you'd see gains would be if you ported your intake, ported your head, added some bigger valves, and a tune. In other words, you need to open up the entire path for air, not just the intake.

And air intake will yield no gains whatsoever on a stock 4.0, period.

I'm not looking for huge power gains. I commute to Seattle quite often and the trip is pretty much all up hill. I usually have to have the jeep in 4th gear because 5th will top out at around 45 mph. I also hate stressing the engine at 3k rpm for an hour straight. Any recommendations?

What size tire are you running?

Your engine isn't stressed at 3k. Dont be afraid of higher RPMs

You won't get ANY power gains...none.

Your issue to me sounds like you aren't running the proper gear ratio. Also, running the engine at 3k RPM for an hour straight is not stressing the engine at all, not sure why you'd think that.

You also haven't filled out your profile, so we don't know if you have a 4 cylinder or a 6 cylinder.

Lastly, if you have a 4.0 and want to gain up to 15 WHP, invest in a FRP tune:

I have one on my TJ and this tune made an astounding difference in how my 4.0 performs.

Despite what the advertisements claim, you won't receive ANY power gains with a CAI or snorkel, seriously. The only cure is to regear your axles to a lower ratio, especially if you have larger tires installed. Tell us what your tire size is and what ratio of gears are in your axles and we can advise you on what ratio to regear your axles to to bring your power level back up.

The axle ratio tag is bolted to your differential cover at its 9 o'clock position, this tag is indicating a 3.73 ratio.

What's your current MPG?

Back in my YJ days, I was consistently getting ~14 mpg (ranged from 13.6-14.8) on 35"s with 4.88's, 4.0L, 5-speed, no-top (just a bikini cover). This is a mix of around town (40%) and highway (60%) driving, ranging from 45 mph to 75 mph. On a long weekend of running errands of 95%+ highway driving, I pushed 18 mpg while keeping speeds at the local limit of 65 mph.

Assuming your gears are matched for your tire/trans combo, you have to keep reasonable expectations in mind. These are old rigs with essentially a tractor motor and effective, but not so efficient, engine management controls.
 
Should still be able to drive faster than 45 mph. I suspect you have a clogged cat reducing your power. Also, you have an Ax-15 transmission.
