Will it work if I buy a new ECM without the SKIM active then remove the SKIM before installing the new ECM?

My jeep is stuck in shut off mode, use of old key likely started problem.
If I buy a new ECM with out the SKIM active then remove the SKIM before installing the new ECM, will this work ? I'm not worried about theft, I just want my jeep to crank and not show the key alert.

Installing a different ECM with SKIM disabled will allow you to start your Jeep, but you should use an ECM for the appropriate years.
Make sure to disconnect and remove the SKIM module from around ignition switch before connecting the ECM.
The instrument cluster will probably have a flashing amber circle with a key in the center since the cluster has a memory and will still be looking for the SKIM, but should have no impact on starting the Jeep.
Contact @Wranglerfix and he will be able to set you up with the appropriate ECM.

Yes... Installing a ECM with SKIM disabled will allow you to start your Jeep.

I have two PCMs for my Jeep (same PCM part number) but one has SKIM and the other doesn't.

Everything Chris said is right. I just wanted to add that I've just unplugged the SKIM module and it is fine to be installed (but unplugged) but really make sure it is unplugged as I've heard if you plug-in a non-SKIM and a SKIM module is plugged in the PCM will pretty much brick.

Oddly enough my original PCM is a Canadian model and my backup PCM is from Italy.

There is a lot of false info out there that if the milage in the PCM doesn't match the cluster it will stop working but I haven't found that to be true at all.

No it won't brick it. Just don't keep trying to start it and it will be fine.

Mileage does not have to match. The mileage is stored in two places so it can be transferred over to the new part being replaced.

I can remove the skim function from your old ECM. The skim function will activate after your first crank with sentry key and skim module.

Doesn't need the Sentry key, just needs to power up with the SKIM module plugged in and that enables the SKIM function which then requires the proper key.

I went to open my jeep wrangler door and the headlight blinked and the horn sounded once, and now I can't get it to crank
