This doesn't want to stay properly attached. Is it important enough to fix, just leave it alone, or remove it?

Those need spread apart as they “click” on each side of the cowel when pushed up and into place and hold it in position (along with the one stud/nut on the firewall)…
I would take it off, spread those apart and put some new weatherstripping in place (the old weatherstripping is dried out and falling off). Cheap narrow door weatherstripping will work. Then I would reinstall it…
