TJ sometimes will not start then after multiple tries, it starts

2002 TJ new problem surfaced this year. Try to start Jeep and dashboard lights go on but no crank. After a few trys and for no particular reason or change, then it turns over. Sometimes it will start on first try, sometimes after a few tries but lately we try for 5 minutes and then suddenly it starts. I had the Neutral safety switch changed recently in hopes of that being the culprit but then just had the same problem yesterday. Is this possibly a function of the ignition switch? Also worth noting that when i turn the ignition off after a drive i hear a quick “tapping “ sound from within the steering column near the key position but have no idea what that could be either. Maybe it’s related
 
Very well could be nothing more than a bad/dirty/loose/corroded battery connection. Even if they look fine to the eye.

Physically remove both of the connectors and wire brush both the battery posts and the inside of both battery connectors. Then make sure the connector clamp bolts are tight enough so you can't move them with even considerable hand pressure.

For $5-6 you can get a wire battery brush at any auto parts store that makes short work of the job.

And yes a bad battery connection does very commonly cause that problem.

Invest in a digital volt meter. So you can check voltage readings. Troubleshooting electrical problems without one does not make sense.
 
I would suggest removing the plastic clam shells around the steering column and inspecting the ignition switch, connectors and wiring for loose, dirty or melted wiring/connector. There is a bad electrical connection that is not transferring voltage to the starter.
As others have recommended; use a multi meter and find out where the voltage stops and why....
Whether its a battery terminal problem or wiring problem; there is a electrical issue.
