Won't start in extreme cold

My 2006 wrangler X will not start in extreme cold sometimes just near 30 degrees. Turn key only two cranks then have to turn key off to restart process again. Any idea why? Thanks
 
Sorry but 30F/-1C ain’t near extreme cold and definitely wouldn’t require a block heater…

This is extreme cold (-55C wind chill; last winter) which you don’t even think about starting a vehicle in if you care about it at all, even with a block heater.
Sorry, I just get a kick out of guys that call -1C “extreme” cold, all good though haha ;)

Wanna clarify a bit more though?
Is it just not firing after 2 cranks or does is stop cranking all together?
It’ll take a little longer to crank over when it’s colder, maybe put a multimeter on your battery?
