Rotors are rubbing against steering spindle 1999 TJ 4.0 5 speed

I recently bought a front disc brake service kit from Quadratec and the rotors are rubbing rub the steering spindle. Is there a difference between a later built 1999 TJ than a earlier built one? Thanks for any help.
 
Yep there's a difference between early and late 99s.

The rotor and unit bearing are different matched sets between early and late. You can use either on a tj so long as the rotor matches the unit bearing
