Does anyone make a metal tub rail? Not really into the plastic ones at all

Not quite sure what you're asking...aren't your tub rails metal? Or is there some sort of cover on your tub rail? I can't really tell from the photo...

There are plastic caps available to cover the soft top rail. I'm not sure how a metal version would be feasible. I'm also not entirely sure what the purpose of the plastic cap is to begin with.
 
Previous owner drilled addition holes in the tub rail to mount something, I was hoping to cover it when I'm not running my hardtop. The plastic covers just don't look like they will hold up, they made them for the YJ & CJ years ago

There are aftermarket soft tops that use a different bow system that requires drilling the rail for mounting. Probably why you have extra holes...
 
if you do go with the plastic ones ( i had extra holes in my tub rail. read the reviews as the rails are too short for the tj . i had to order the wrong ones to get the proper length and it also then gives you enough to finish around the tailgate

They are to cover up the rivets in the top of the tub when the hard top is removed/soft top down. It's aesthetic to make it look smooth, I've seen them in plastic, also in different types of wood grain/painted wood. It's just for looks,but if you have kids that love to climb up on the tires and into the back,these are good to have. Smoothes out the rough edges and the wooden ones I've seen bolt in from the bottom where the existing hard top bolt holes are.
I dont own a set, but they are ideal for the right application

Somewhat related question, where can I find the seal between tub and hardtop? When I removed the hardtop the seal was stuck and had to cut it. I need to replace it next fall to make it nice and sealed.
