Heater core hose foam

Hey all,
I have water leaking onto my passenger side floor through the heater core hoses that run into my firewall. My question, is the water leaking down my hinges the problem or is the foam allowing water into the cabin the problem?
Im not sure how I could stop water from coming through my hinges but I’m also not sure why there’s not a gasket that’s more than just foam where my heater core hoses are.

So mine used to be like that. It didn't run from fender to fender. It only ran along the top lip if that makes sense. Whenever I parked at an angle to the side, it would leak. I used silicone sealant on the foam insulation you showed in the fire wall and that helped, but didn't stop it. I stumbled across a cowl seal on a junked TJ that went fender to fender. Threw that on and zero issues. I don't see two different part numbers listed, but I was guessing the factory just started cutting them longer in later years. Maybe try a new replacement seal and see how long it is?

I’ll look for a new hood to cowl seal. Mine isn’t leaking from the corners it’s leaking throughout. Maybe a new seal will do the trick.
 
Worth a try as cheap as they are. Seems like lots of people have passenger floor board water issues and it's something different almost every time 😣
