    I believe you can access those terminals with the ignition switch in place. They are the two secondary sets of contacts in the ignition switch.

    I would remove the plastic clam shells that surround the steering column and inspect the wiring harness going to the ignition switch. IF there are no signs of overheating in the connector or wiring harness; then the problem is almost certainly the electrical contacts inside the ignition switch.
