Cowl paint flaking off

I've noticed many pics of TJ's where the cowl panel has paint flaking right near the corner near the windshield wiper(s). I noticed ours is doing this, as well.

Were these cowls subject to poor paint prep, or are they made of some different type of plastic/metal? Rest of our paint seems to be in pretty good shape, including the hard top finish. Would I just sand/scuff and spot repair this panel for a quick DIY surface protection?

I don’t know what causes it, but it’s definitely an issue. My light khaki metallic 2005 had the problem. I ended up paying a pro to refinish the entire cowl when I had the corners painted.

Duuuuuuuude! This vehicle is +20years old …..like the last post said he had it professionally restored. You CANT complain about poor preparation for paint flake on a vehicle with that kind of time on its body…….come on! Really?
 
The 2001 that I drive had a far worse cowl paint problem than that.
There were large areas that were down to the primer, other areas where the paint was faded or the clear coat was flaking.
I removed the cowl and dropped it off with a friend that works at a high end (Ferrari, Lambo, Land Rover) auto body shop.
The shop was able to squeeze me into their busy schedule with a guarantee of 5 day turn around (weekend included).
They stripped the cowl down to bare metal, applied metal treatment, primer, painted, clear coated and baked....
Cost me about $450.
