Which “basic” repairs were made? That might help us out. Also, I think that HTR refers to O2 sensor heater circuits. There is TSB for yours, as it’s an 06.

You might want to check your ignition switch. Of course, your exterior lights are independent of the ignition (and PCM). What is the location number of that loose wire from C1? The color of the wire? What is the battery voltage while (attempting to) crank?

No because the windows are already operable with the ignition off. Turning the ignition on won’t tell you much, unless they stop working. Which would really be weird.

Trace the wiring.

If you have power windows, someone added them. If so, maybe they wired them up to operate with the ignition off.

What kill switch are you using?

Yep, check for vacuum leaks. Can you change from defrost to floor heat?

No, the compressor is not spinning. It is bypassed by the shorter belt. Be sure to find a belt routing guide for non-a/c.
