04 rubicon keeps blowing fuel pump fuse any ideas

Have you done anything to the vehicle recently in terms of working on it or upgrades?
 
Carefully examine as much of the wiring harness leading to the gas tank that you can get to to see if you see any pinched or damaged spots on it. Especially look where it could have been damaged while offroad.

If that wiring looks ok, I'd next disconnect the fuel pump cable's connector just above the gas tank skidplate. Then with a volt meter to monitor the voltage that gets sent to the connector at the end of the wiring harness, I'd measure the voltage that gets supplied to the pump during the 1.5 seconds after the key is first turned on. The computer shuts that voltage off 1.5 seconds after being sent there if the engine doesn't start. If it's a solid 12 volts each time you have your helper turn the ignition switch on, I'd guess either the fuel pump motor's windings are starting to short out, or there's a pinched wire between the other side of the jack above the gas tank and the fuel pump.
