1997 Wrangler TJ Brake light issues

I have a 1997 Wrangler TJ with some rear wiring issues. When I turn the blinkers on both of the blinkers light up. When I step on the brake they stop blinking. The wiring and harnesses look good. They are not LED. The front blinkers work as they should. Any thoughts? I have the rugged ridge LED ring third brake light. That flashes when the blinkers are on. It works with the brakes. I disconnected the wires from the brake light and still the same issues. Anyone have any thoughts? I can't seem to find a wiring diagram with the 3rd brake light shown to identify where I can check.

Check section 8W-50-1, 51-1 and 52-1 of the FSM for schematics, pin outs, harness connector numbers, wiring gauge and colors for brake lights, turn signals and front lighting.
