1998 TJ Gas Tank Vacuum Lines

Hello,
Couple questions regarding the vacuum lines coming off of the top of the fuel tank. I just purchased this 1998 Jeep and the rubber vacuum line transitions to steel and the steel line dead ends under the driver seat and is rusted out.

Is this line suppose to run up to the bottom fitting on the evap canister and if I want to replace everything with a rubber hose, does anyone know what size hose I should use, it looks like 1/8 I.D.?
 
Thank you that's exactly what I was thinking, 1/8 seemed small.
Common for the vapor recovery line to disintegrate but it's an easy fix. Two 5' sections of 3/16 (original size) generic brake tube pre-flared with nuts and 1 coupling, join the 2 sections and cut the flared ends off and fit it back into the original clips. It's easy to bend by hand.
