1998 TJ won't run after frame swap

So long story I purchaced a 1998 tj that was hit in front end. Removed the bent frame and replaced with another from a 1999. While I was doing that I used some of the wiring from the 1999 in the 1998 because I wanted to put cruze in it. I found out the harnesses are not the same and put all the 1998 harness back in. I had the unit running before teardown. Now the Jeep will start and shut down after only a couple seconds.I have fuel pressure all the time when trying to start.I have no CEL at all? I tried another ECM and does the same thing? I have checked all the wiring several times I dont believe it is that. I do this stuff for a living this one has got me stumped??
 
I have a black key. to my understanding that has no chip? If it is how do I go about fixing it?

Is the SKIM module installed? Which PCM are you using? Explain which PCM you first used after the wiring swap, which one was swapped in, and whether or not the key with the circle and slash is illuminated on the dash when it dies.

I ordered a reman PCM from FS1 installed yesterday same thing? To be clear it has every thing that it was running with before tear down but seems to have a SKIM code that wont allow it to continue to run??

Here are the SKIM basics. Use them to figure out what you did. If the SKIM module is plugged in when a non SKIM activated PCM is installed and powered up, that activates the SKIM function and SKIM keys will be needed along with pairing the SKIM module to the PCM in order for it to start.

I suspect the reman has activated SKIM and they didn't catch it especially if the light is turning on after it starts and dies.

All your symptoms point to an activated SKIM that isn't seeing the keys and programmed pairing.

Did you follow the directions from FS1, just swapped my son's F-150 and they were very explicit with their instructions.

If you could easily defeat the SKIM, it wouldn't be a very good system. There is no way to defeat it once it is activated in the PCM without programming and not anything a dealer can do. It has to go to an aftermarket programmer.

If the light isn't coming on though, that points elsewhere.

If you send me the original PCM, the SKIM module, and the ignition cylinder, we can program some keys and pair the module to the PCM to make it all work with each other.

It will cost about 75 bucks for the labor. We have to pull the SKIM, PCM, and ignition cylinder from a rig we have here. Then we have to install your stuff into it and then use the Chrysler DRB scanner to get it all working, take it back out and reinstall the other stuff back in. If you want to supply the SKIM keys, get 3 of them. If not we can get them but we only use OEM and they have gone up in price. I believe they are about 45 each now, maybe 50.
We use USPS Priority Flat Rate and I think it all fits into a medium which is about 15-16 bucks. That gets it back and forth pretty fast for a decent rate. Worst case is a large which is about 20 bucks.
If all goes well, we turn it around in one day. Mail doesn't arrive until noon. We could likely get it done that day and ship it the next.

We only have the Chrysler DRB scanners. We can't modify the PCM to delete or disable the SKIM function.
