2000 TJ Horn Stopped Working

2000 TJ Sport with 6 cylinder and manual trans. Horn was working when I purchased vehicle, but has since stopped. Both horns work when 12 volts is directly applied. Fuse is good. Replaced horn relay with fuel pump relay and still didn't work. Searching threads for this problem seems to suggest that when the clock spring mechanism fails, the horn doesn't work or continuously sounds and the air bag light is on. The air bag light doesn't stay on after start and the cruise control works. Is a non-functioning horn only indicative of a failed clock spring?

You need to get a volt meter and see if you have power at the horn switch, after the clock spring, at the relay etc. Start checking everywhere downstream till you figure out where the power stops.

Another easy check is find the red wire with yellow stripe in the wiring bundle above your brake booster. Thats the horn wire. Stick a straight pin thru it and apply 12v from the battery. If the horn works you know the problem is in the engine compartment side. I had the same issue as you this summer. On mine ended up cutting that wire there at the firewall and where it goes in the fuse box in front of the battery and tying in a new wire.

I removed the air bag/horn cap on the steering wheel. I measured approximately 5 volts on the black wire that comes from the clock spring and connects to the horn. Am I correct in thinking that the horn relay reduces the current to the horn switch so it should be less than 12 volts? I switched the horn relay with the fuel pump relay to confirm and measured the same voltage. If so, then the wiring from the relay to the clock spring and to the horn switch is ok. So, the fault is likely in the wiring between the horn switch and the horn? Probably the horn switch itself, which I assume would require replacement of the entire assembly, air bag included?
