2001 Sahara O2 sensor heater issue

Hey everyone. My name is John and I am new to the site and fairly new to the world of Jeeps (ex gf had a 2000 Sport and I fell in love with it). I just bought a 2001 Sahara, 4.0, manual, and I went to get the smog done, but the O2 heaters will not go into a ready state. I replaced all 4 sensors with Denso sensors. I am still having the problem. The sensors themselves are ready. There are no CEL codes. Any suggestions?
 
Long story short, I finally got it to go. It took about 500 miles of driving to figure it out. The day before I got it to work, I drove approximately 10 minutes from a cold start and did not hit my brakes during the drive. I kept the speed between 50 and 60 mph. I drove it back, let it sit overnight, did another cold start, let it idle for 20 minutes, then turned it off for 10 minutes. When I checked the heaters, they were finally completed. If you dm me your number, I can call and explain a little better.
 
Fixed. Came outside this morning and turned the key to “on” and let it sit for 10-15 seconds. Started it. Warmed it for a few minutes. Drove 1.5 miles to the freeway and drove the snot out of it for 15 minutes. Got home and the heaters were ready.
