2002 No electrical power.

Well I was up under the dash changing out the blower resistor so I can have heat this winter. I plugged everything back in and now have no power to the hole jeep. Usually when I connect the positive back to the post on the battery I get a small spark. I'm not getting that neither. Any ideas on where to start? Relay switch maybe? I've checked all the fuses under the dash and the hood.
 
First two thing I would do. Check voltage across the battery terminals with a DMM. Then assuming you only had the neagative cable disconnected, I would check resistance to ground in the cable.
 
As WBM posted above; check the battery terminals are tight, there is voltage (12.5VDC) on the positive and negative cables, verify there is voltage to terminals at the PDC (engine compartment relay/fuse block) and ensure the cable connection to the PDC are tight, verify the ground cable is tight on the engine block grounding stud.
 
I'd start with a jumpbox or a set of jumper cables & see what happens.
