2006 throttle body

I smoke tested my tj and found a leak in the throttle body I fixed that but when I was putting it all back together I have noticed that when I manually open and close the butterfly it clicks/bucks and then closes. I can’t remember if this is normal or I’ve done something wrong.
It works perfectly without the throttle cable connected.
Any help would be much appreciated. Thanks for your time

I took the disc out and slid out the bar, I noticed the original O rings were destroyed so I replaced them with new rubber ones. I greased the bearings and put it all back together, smoke tested it and no leaks.
