The second fan on the front is aftermarket cause the factory fan is not working. The factory motor has 4 brushes inside that control the low side and high side. If one of the brushes is worn to much,you will lose the high or low or both speeds. They put the second fan,because the factory fan shroud Is discontinued. I took the motor apart brought it to a starter/alternator repair shop and they put new brushes and that fixed the problem.hope this helps anyone with similar problem.
