97 TJ has no heat: Could this be my issue?

So my ‘97 Jeep hasn’t had heat in a while. I’ve changed the radiator, the thermostat and flushed the heater core. While searching around in the Jeep I found what appears to be missing a blend door arm but I can’t seem to find one anywhere. Is this my problem or is it something else

Also found this random wire, and don’t know what it goes to either.

Yes, the blend door is likely the problem , and the socket is for the foot lights under the dash or a another light .

You should be able to manually open/close the door and feel heat...the black arm should hook to the same linkage as the galvanized on I think.
