ABS locks up with medium-to-hard brake pedal pressure

Good morning all,

98 Sahara 4.0, 5 speed, 85,000 miles. I have the optional anti-lock brakes. However, they are far from that in that they will lock up if I apply a medium to hard brake pedal.

Also, 31" all-terrains.

Any suggestions on a culprit?
 
When you say lock up, you mean the wheel is locked and skidding, or the ABS engages and you don't stop as planned?

I have limited experience with the jeep braking system, but my other experiences are;

  1. Wheel locking up is a sticky caliper or the pads are worn and not moving in/out smoothly.
  2. ABS engaging, and not stopping is a sensor. Either the sensor is bad, or the mounting location is rusted.
 
Yes, I'm a bit confused what you mean when you say "locked up" as well.
 
I'm sorry for not being detailed enough. If I apply medium to hard brake pedal, the tires will skid, even on dry pavement. Naturally, wet pavement or slippery conditions are even worse.
Also, there no ABS or brake warning light illuminated in the instrument panel, which leads me to believe it's a mechanical and not an electronic issue.
