Actual Jeep TJ Mileage

Is there any definitive way to determine the actual mileage of a Jeep TJ? I have been reading that the mileage displayed by the speedometer can be faked. Can the actual mileage be faked in the PCM, or would the PCM be a reliable source for the true mileage.
 
It kind of depends on whether it is the original engine. If the mileage shows over 200,000 and it was rebuilt a month ago, the current mileage really wouldn't be accurate for that engine.

I can't answer your question, but I just bought a 35k mile '05 recently. Lots of times Jeeps are purchased for a specific purpose or as a toy and aren't driven a lot of miles. I think condition tells a lot about whether or not the mileage is reasonable. Think seat wear, steering wheel wear, etc.
