Anti-lock activating at nearly every stop

Have a weird one I've never encountered.
98 sport 4.0 auto, small lift, Dana 30 with Detroit locker, Dana 35 with E-locker and 30 spline axles, 33s
When I regeared and upgraded to a super 35, I had to use the old tone rings on the new axles.
Had zero issues with it for a good while.
Then, had the bolt for the abs sensor in the right rear back out and tear up the drum.
Replaced the drum, shoes, hardware, all the sensors and readjusted everything.
No issues and the brakes work great...except, maybe 30-40% of the time, the anti-lock activates for just a second at the very end of the stop.
Not sliding, always under 5mph. I just hear it go "brrrrr" and feel it in the pedal.
I'm stumped. Any suggestions?

Did you use cheap sensors?

I don’t have a ton of experience with the TJ system, but I do know that this issue isn’t unique to the TJ and is usually a sensor or tone wheel issue. Cheap sensors, gap issues, and rotted tone wheels are the usual suspects.

FSM says the rears are adjustable and that a new sensor requires gapping correctly. I’ve seen rust not allow the sensor to fully seat.
