Is it easier if you tighten a certain one (top or bottom) first? I understand the top is a floating pin and might be tricky to get it torqued down without the pin spinning?

Top isn't tricky. Start the nut, wedge a flat prybar between nut and knuckle, pry down, force tapered pin into tapered hole, tighten away.
Well, that went surprisingly smooth.
Usually when things go that easy it means I forgot something and end up having to take everything apart and do over.
