Your transmission is the 3-speed 30RH which doesn't have an overdrive. That "extra shift" you're assuming is an overdrive is actually the torque converter locking to help keep the transmission cooler and improve mpg by eliminating slippage inside the torque converter.
Are you running larger than factory size tires? If so that would reduce the engine rpms at which you drive at. The cure is to regear both axles to a lower ratio which would restore the rpms back up to where they were before the larger tires were installed.
