Best Way to Tackle Door Hinges

Hey all, how would you go about cleaning up this rusted door hinge?

Try and clean up what's there somehow? Or replace things? It's on a half door if that matters, snd the Jeep was repainted a few years ago.

I assume getting those bolts out is an almost impossible task?

Thanks in advance for the advice. The rust is driving my OCD crazy!

The right way would be to remove them and repaint and install new bushings. Just fyi someone has had some of the bolts out previously so they may not be too bad to remove.
 
Agree, I would either put a soldering iron in the center of the Torx hole, leave it there until it was hot, then turn it out, back and forth if needed. My understanding is the countersink face on the under side of the head is a part of the issue to get them out.

Or put a long Torx bit in, and torch it. Either strip the entire bracket and paint it or replace it.
