Brake Pads Rubbing?

I was doing tire rotation, noticed this rubbing noise while rotating the hub, sounded like the pads are rubbing on the rotor. Is this normal? It may well be, I am new to this so I figured I would ask. There is plenty of thickness left on the pads btw.

Yes disk brake pads constantly rub on the rotors when the tires are turning.
