Can anyone identify this tailgate part on my 2005 TJ?

can anyone explain what this is, what it does, why it's there, etc?
not too sure what the point of this cover and clip are other than possibly trying to limit tailgate rattle?

Look at the end of it, there will be two button looking things. Then look on the inside of the tub/fender area. You'll see 2 more button looking things again. Those make contact when the tailgate is closed and complete the circuit for the 3rd break light wiring. Under that cover if the wiring that goes through a hole in the tailgate then up to the 3rd break light.

Unless TBL has been removed by a previous owner.

My original thought was that it probably took longer for the OP to post than it would have to remove the cover and look.
When I removed mine, I also removed the wiring, contacts, and cover.
 
mine must have never had a third brake light because there is no wiring and there are rubber bumpers where metal should be in order to make contact. i thought it might have been exactly that, but the rubber bumpers look factory...
