Can I drill into my tailgate without it rusting?

I’m planning on making a custom box on the tailgate to hold all of my tools securely but I will need to drill into the tailgate to do so and my question is that if I drill into the tailgate is the inside painted or will it start to rust inside out.

I sure it is primed .

Doesn't matter if it's painted or primed (or neither), if water gets in there, it will rust, no question about it.

Your best bet is to put some silicone around any of the holes you drill if in doubt.
