Code 31 - EVAP solenoid or circuit

Jeep dealership said they could find nothing.
97 2.5L (the OBD only spits out 2 digit codes)
I replaced the purge solenoid in Feb and it passed inspection. Code 31 reappeared in June.
Jeep dealership in Greenville, Tx said they could find nothing.
All hose fittings secure. I think it's in the purge solenoid circuit not sure
Just point me in the right direction, anyone ever troubleshoot successfully

UPDATE: FOUND IT !!
This is what has been throwing my EVAP code 31...

That is my charcoal cannister. As soon as i set the base on the white paper, charcoal poured out and that is what has been disrupting the 'EVAP flow' thus throwing code 31.
The charcoal has been clogging the purge valve thus triggering the dreaded 31.
Call me crazy but I am going to try to fix/repair this canister.
I understand the charcoal is contained in some sort of filter material and when that filter material is broken, hello charcoal.
So as a former forensic investigator I am going to perform an autopsy on that canister in an effort to locate the exact cause of death and fix it good as new.

Where is the charcoal canister on these things? Maybe I need to check mine out just to give it a cleaning (if you can even clean it?).

I might need to check this on my Subaru too. It keeps throwing an evap error code, but I can't find it for the life of me.

Mine is this huge thing that takes up too much space..

It's hard, high quality plastic.
I'm going to make a cut around the diameter at one end to see if I can pull out the guts.

On the 2012 Rubicon, the canister is next to the tank behind armor plating.
I discovered it was my problem, a small rattle when going real slow, caused by the plastic hose hitting the metal.

So in the meantime while I work on the canister, I made this temporary rigup to bypass the charcoal canister.
Ill drive it like this for awhile to see if the code 31 will clear itself, It should

Runs great like this, without the canister. All the canister does is absorb fuel vapors.

Let me know if that bypass works without setting off the check engine light. If it does, I may just remove mine entirely as it just takes up space! But I'll only do that if it doesn't set off the check engine light.

Roger that Chris but I have never seen my check engine light come on. Its either kaput or not there. I need to figure that out . I actually want a CE light so I'll look into resolving that if i can.
That code 31 should go away unless the purge solenoid is so clogged with charcoal it won't operate.

I'd like to remove my emissions entirely as we don't have emissions or inspections where I live. However, if I do that, I'm sure it will set off a check engine light, which simply won't be worth dealing with out of pure annoyance.

How do I get to the CE light? Do I have to remove the instrument cluster?
