Does anyone know what this is?

Short story, My Dad showed up with a new to him Jeep for me to get trail ready and I have no idea what this mount is for. There are 2, one on each side of the swing away tire carrier. If anyone has any ideas as to what would mount to them I would appreciate it.

I checked all the usual vendors, rotopax, camcan, ect and nothing with this bolt pattern. It has a highlift mount already. I added a pictures.

I was thinking rotopax also, OP says the pattern doesn't fit though

I didn't realize you could mount rotopax with 2 fasteners, all I saw was 4. Ill have to do some measuring and see if a rotopax fits there.
