Yes, I’ve used heli for a couple application with good results. I’ve also welded on a broken bolt and gotten them out that way with some good heat and kroil.Or helicoil worse case scenario ?

Before you go the drill and tap route , go ahead and soak them in a good penetrant like Kroil , maybe that and a left handed drill bit and ease out will break the free , they aren't under tension likely .
