Flat Towing and 12V Power

I’ve looked through some threads and haven’t found the right answer.
I flat tow my 99 TJ behind my RV.
I ordered a Blue Ox Patriot 3 braking system. I need 12V power to run it.
My 12V outlet doesn’t run in the ACC position... which is one click forward. This is what I currently use to tow in and unlock the steering wheel.
If I turn the key backward, I have 12V power. My question is this -
Will the steering wheel stay unlocked with the key turned back? Does anyone have experience here?

You could always tap into a hot wire from the radio and swap it out with the one on the current 12v outlet. That would give you a always hot 12v outlet even when the jeep is off. I did that since I like having the ability to charge my phone when the jeep is off. I have had my jeep sitting for weeks at a time and haven't ran into any drainage issues.

easy way to test if the steering wheel is unlocked though would be to jack up the front end of the jeep (unless you have super strength), put the key in the position you need, and try to turn the wheel.

You could always wire it directly to your battery. Something like this would work:

My 03 Tj has 2 accessory ports in the dash, one is hot when keyed, the other is always hot. I hook my Brake Buddy to the always hot port to power it. Not sure if 99's had 2 ports or not.
The ignition must be in the unlocked position, one twist forward. Having it in the ACC position will not unlock it. I always put a piece of white pvc tape on the top of the steering wheel and make my wife go back and look to make sure the wheel is turning after hooking up for a trip. I'm always nervous that way.

I installed an SMI Stay-In-Play Duo braking system. It picks up power from the tow vehicle.

This is the breaking system I use. Never any trouble.
