Spray end result depends on the
1. texture of the product,
2. volume of the spray nozzle
3. Skill level of applicator
4. Surface area cleanliness

If someone uses basic home user grade clear coat which isnt for an undercarriage, it wont look or last like a thick sealcoat

I just rubber seal coated my frame also, and it varied based on the output volume fluctuation of 2 different products from the same manufacturer

The rear I used Rustoleum Undercoating
The front I used Pro-Grade Rustoleum Undercoating

I can 100% confirm that the Pro-Grade had a more balanced volume and looked alot smoother. I used a 3rd Rubber undercoating product years ago on my F150 that sprayed such a heavy volume that the end result was goobered up slop everywhere. Trial and error

Those are 1”, just want to make sure the rim has the relief spots to handle a slightly exposed wheel stud, if no reliefs the 1.25 is the way you want to go.

My rims do have relief spots in them.

It for sure has rust inside that frame. if the perches were replaced its a decent amount of rust. check between the skid plate and frame look for splitting. check the front lower control arm bracket welds look for cracks etc. frame rust is a nightmare and at 13k could end up in trouble real quick!

Tell them your concerns about how much rust might be covered up by the 'new' paint.
Maybe he has some before pictures and/or you need to take it to a shop for an inspection.

I did and he said he did not have any.
