Front windshield hinge nut gone?

On the top front facing portion of the windshield hinge there is a lone torx screw. On both sides of my TJ's windshield the screw has nothing useful to screw into and keeps popping out, revealing the rust hole behind it. (see pic) I'm concerned about more water getting in, where it might go, or sit, and the damage it will do. Is there a way to repair/replace whatever it is supposed to look like in there without replacing the entire windshield frame?

There's a loose threaded steel plate inside there that the bolt threads into, it has slid down out of position. I don't recall what the fix is, I don't recall it being easy.
 
Lovely. I'm not sure that will do it, though. The hole is shallow enough that I can only get the screw in halfway before it meets resistance. Perhaps I'm hitting the rusted out threaded steel plate that is misaligned. I'll try moving it around and see if it will budge.
